For the past year or so, LAUSD has been in a rather high-profile internal struggle as to whether Title I and other categorical funds can be used for arts instruction.  While many states and even other school districts in CA use these funds to support arts education, the “powers that be” in LAUSD have declared that NO Title I funds can be used for arts instruction in the LAUSD district.
